Republican · Indiana general election, November 3, 2026.
BJefferson ShreveRepublican
First-term Republican congressman, self-storage business founder and former Indianapolis City-County councilor who ran unsuccessfully for Indianapolis mayor in 2023.
His House record is strongly conservative: an A+ from SBA Pro-Life America, a 96% Heritage Action score, a yes vote on the Protection of Women and Girls in Sports Act and on H.R. 1, and a cosponsorship of national concealed-carry reciprocity. As the 2023 Indianapolis mayoral nominee, though, he proposed ending permitless carry, raising the gun-purchase age to 21 and banning assault-weapon sales, which earned an F from the NRA, so the Second Amendment grade and the overall grade stay below A.
- Life: Rated A+ by SBA Pro-Life America, which scored every one of his tracked House votes as pro-life, including the Born-Alive Act and the H.R. 1 Planned Parenthood defunding, and he cosponsored the Defund Planned Parenthood Act.
- Family: Voted for the Protection of Women and Girls in Sports Act (H.R. 28) and holds a 96% Heritage Action score; no marriage-specific vote has come before him in the House.
- Religious liberty: No religious-liberty-specific votes or statements were found; the grade rests on his 96% Heritage Action score.
- 2nd Amendment: In Congress he cosponsored the Constitutional Concealed Carry Reciprocity Act and campaigns on defending the Second Amendment, but in 2023 he proposed ending permitless carry, raising the purchase age to 21 and banning assault-weapon sales in Marion County, which earned an NRA 'F'.
- Limited gov’t: Supported the Laken Riley Act and campaigns on securing the border; his 2023 call to let Indianapolis set its own gun rules ran against state preemption.
- Fiscal: Voted for H.R. 1 (the 2025 reconciliation tax-and-spending law) and campaigns on cutting spending; holds a 96% Heritage Action score, with no Club for Growth rating found.
