"Shall the annual budget of the Swallow School District, Waukesha County, Wisconsin, be authorized to exceed the statutory revenue limit by $500,000 per year beginning with the 2026-2027 school year and ending with the 2030-2031 school year, for non-recurring purposes consisting of funding operational expenses and current educational programs?"
