Proposal E — Creation and Governance of a Municipal Electric…

Charter Amendment

Petition-initiated charter amendment requiring the city to establish a municipal electric utility and a nine-member governing board (5 elected by ward in 2028, 4 mayoral appointees). It does not itself take over DTE's grid — any acquisition would need a later 60% voter approval. A DTE-funded group challenged the petition in court.

YESA YES vote adopts the change described in the ballot language.
NOA NO vote keeps the current rules in place.
Official ballot language

Creation and Governance of a Municipal Electric Utility Shall Chapter 15 of the Charter be amended to require the City to establish a municipal electric utility and governance structure therefor?
