Proposal 1 Proposed City Charter Amendment to Section 45

Saginaw City · Saginaw County · on the November 3, 2026 ballot in Saginaw City.

Proposal 1 Proposed City Charter Amendment to Section 45

Millage Proposal7.5 mills

Removes the 1979 charter cap that limits city property-tax revenue to the dollar amount collected in 1978–79 ($3.83M), while keeping the 7.5-mill rate limit and 3-mill emergency provision. Effectively lets the city collect up to the full 7.5 mills.

YESA YES vote approves a new levy of 7.5 mills — this is a tax increase.
NOA NO vote rejects the new tax; your property tax rate stays where it is.
Official ballot language

The present section limits the property tax rate to the lesser of 7.5 mills or that needed to yield the same revenue as was received in the 1978-1979 fiscal year ($3,828,778). It also provides for a temporary 3 mill additional tax for a declared emergency. The proposed amendment would eliminate the tax cap on the gross dollar amount of revenue that may be levied but otherwise maintains all other provisions, including the number of mills that may be levied.
