Shall the Fayette County Board of Supervisors, upon recommendation by the Fayette County EMS Advisory Council, be authorized to levy and impose an ad valorem, meaning according to value, property tax not to exceed seventy-five cents ($0.75) per one thousand dollars ($1,000) of assessed valuation on all taxable property within Fayette County for the purpose of funding Emergency Medical Services, for a period not to exceed fifteen (15) years?
