Shall the City of Independence, in Buchanan County, State of Iowa, enter into a loan agreement and issue general obligation bonds in an amount not exceeding $14,500,000 for the purpose of paying the cost, to that extent, of undertaking fire protection facilities improvements, including the expansion, renovation, furnishing and equipping of existing facilities and the acquisition and improvement of real estate for the development of additional facilities?
